Our first business is to secure our food supply, and we shall do this by herding bison nearer to us, so they are readily available as a food source, as well as their hides being available for other uses.
One fifth of our active soldiers are to scout in each cardinal direction so we know the layout of the land and any additional resources nearby.

Hmm. Build crude houses of stone, wood, dirt, and mud if nothing else is available, for people to live in, as well as some larger buildings that shall be a school, a hospital, a military base, a research lab, and the leader's dwelling.
Start a search for people willing to be teachers, doctors, scientists, farmers, and gatherers.

Preares is ever generous, and we thank him for his generous gift. We shall use his money well. As well, if he could give some examples of policies that would benefit us, we would be grateful.
As to other business, we shall search for a suitable laboratory building, preferably large so that many researchings may be conducted within its walls. Convert this building into a proper laboratory, and hire scientists to research domestication of the nearby bison.
I shall also have some citizens head out to gather bananas, dyes, and cotton, the dyes and cotton to be put into a stockpile for later use.

Citizens caught practicing any other religions will be prosecuted under the State's court and can possibly be given the ultimate penalty. (Death) -Citizen Classification - A policy that separates citizens into classes dictated by their wealth, political position, or importance to the State. (Possibility of angering the populace.)

I, along with the other leaders and our advisors, will draw up a variation of the policy of Federal Taxation. All citizens will be required to provide 10 Firegold each, or 5 for minors and special cases, or may enlist in a reserve militia and receive combat training.(If possible, I'd like the people in this category to be displayed under a different area than army reserve, something like "reserve militia", indicating that they aren't fully trained fighters, but people with a will to fight and/or to not pay taxes.)
Begin renovation of the bakery. Offer the workers money or the job position of laboratory assistant once the place is completed, whichever they desire more.
Also, search for suitable locations to make schools and hospitals for building in the future. They should, ideally, be in large population centers, as well as one or two near the outskirts of the city for newcomers and expansion. The buildings should be relatively large, but not massively so. Very well, if we are still able to put those who will not pay into some sort of military reserve the federal taxation will be enacted, even if it's just putting them in front of the real soldiers as meat shields. Find some other form of service for those loyal citizens who would pay the tax, but do not have the funds to.
Yes, pay the workers to begin the renovation. The doctors and teachers are not essential immediately, what is important for now is setting up for them later on.
Send a few explorers out to search immediately nearby land that can be farmed, or any areas of interest that may contain food stocks that we can take... by force.

I throw up my hands in frustration. What I need is some sort of combination of Federal Taxation and SCT-C, so we can take those citizens who will not or can not pay the tax and put them in the military. I get down on my knees and pray to Preares for a solution to my dilemma.
Meanwhile, send out more small scouting parties to gauge the military strength of Oakheart.
