This is somewhat inspired by an ISRP that I did with Perry a while back, although I can't find the link. Credit goes where it is due, though, so he gets credited with part of the idea (although I think it was a custom-request ISRP). Some of my inspiration also comes from the TV series Gotham, which, if you haven't already seen it, you should.

1) The World (1
New York City. Los Angeles. Chicago. The list goes on - Large, populated cities, full of people who are downtrodden and left for dead by those with a higher income, those who have to resort to a life of crime in order to make a living and in turn end up hurting others, forcing them to follow in their footsteps as well.
Drugs and their dealers are out of control, with the police all over the world turning a blind eye to their respective city's crime. Laws are barely enforced, murderers often get away with their crimes and very few people are willing to do anything at all to help others.
These cities, among hundreds of others in the US alone, are also the home to innumerous corporations and politicians, all of them more than willing to step on the throats of others for a tiny bit of extra cash and power. All the problems can be traced to these people allowing organized crime to roam free, and as such they're probably the worst of them all.
The world has, in the past few years, gone to hell. You've decided that that has to change.
2) The Cities (2
As you have probably guessed, this is an ISRP about organized crime. However, this won't just take place anywhere; I have a few guidelines as to where I want this to take place. I shall explain those guidelines in the below paragraphs, as just a list of cities would be simply too long.
First, I request that your 'primary city' is a real city, preferably in the United States. New York is allowed, Gotham City and Moscow are not. Parts of this ISRP may take you out of your primary city, although this will probably be uncommon.
Second, I request that you pick a sufficiently large city. It doesn't have to be the size of New York or Dallas, but a population higher than, say, 200,000 people would be a good idea. I recommend an iconic city, but any city will do.
Third, when describing the changes to your selected city, don't make it too bad. I want crime to be widespread, not total anarchy to be prevalent. It's a fine line, but there's a difference.
3) History (3
Everything until the beginning of US involvement in WWII is the same as in our world. However, when the Americans got involved in the Second World War, the Germans started attacking America as well. The war dragged on for longer and eventually the United States fell into severe debt and a recession began in 1947.
WWII ended in 1953 with the Battle of Berlin, but by this stage all the global superpowers were exhausted and defeated. Russia and America's arms race, which began several years earlier, only sought to further drain the economies of the nations.
In the US, the President lost most of his authority, practically becoming a figurehead for Congress, major corporations and so forth. Some people in Congress decided that an amendment to repeal the 21st amendment would be a good idea, and prohibition started up again.
In retaliation, an opposing party decided to institute a new law, the "localized governments law", which basically turned the United States into the European Union. Each state acted nearly independently of one another, occasionally waging small wars.
Needless to say, none of this was good for the economy. As such, powerful corporations from all over the world decided to buy up America, acting in the American government through corrupt politicians and some of the more powerful ones even having private armies.
This aided international markets, and, seeing the desperate state of America, most currencies stopped being backed by the US dollar and went back to gold backing. The Euro never took off and the EU fell apart almost immediately.
The Cold War only ended in the early 2000s when both sides were unable to continue to make nuclear weaponry due to having no money whatsoever, and America-Russia relations are still extremely shaky, with nearly a dozen proxy wars being fought between the two since the end of WWII.
Due to the economic situation, tourism never took off and most people simply remained in their small town or large city, very rarely experiencing more of the world than their own locales. The Space Race was never a thing as nobody could afford to send a man to the moon. The internet was never created and very few people have computers, but mobile phones (not smartphones) became somewhat common after the end of the Cold War.
Through all this, organized crime has just continued to rise.
4) Rules (4
1) The usual "No perfect characters", "No being overpowered", etc.
2) In your CS, when I say "City", I want more than just the name. This takes place in an alternate timeline, as such, I will be using your description of the city's history and current state of affairs as an indicator as to your skill in roleplaying.
3) If you want more information on the world in general, feel free to ask.
4) Please put thought into your CS and only make one if you intend to be active for at least several years.
5) I am allowed to change the rules and make new ones if I want to. No complaining is allowed.
6) Try to work alone. Occasionally you may find an ally or two, but they won't be friends - It'll be an "enemy of my enemy" situation. This is not a friendly world.
