Is that cat person raising the dead? No.
Is that cat person raising a dead cat? No.
Therefore, we cannot call it nekomancy. To talk to a dead thing is known as either A) having supernatural abilities or B) a seance. Necromancy refers to summoning the dead. Nekomancy would therefore logically be summoning zombie/ghost/skeleton/lich/etc. cats.
