Many languages have institutions that are called prescriptive dictionaries, with which they determine what the proper usage of the language is. However, the OED is what's called a descriptive dictionary whereby instead of telling you what to say it observes what people say and just describes that. That means that no matter how stupid your word is, if you can get enough people to use it, it will be in the dictionary.
