@lego : A Tinker 6 that excels in creating guns with most of his creations being able to shoot through 100 meters of steel, auto-aim and able to adapt any magazine that the user has on hand to the required caliber and type of ammunition through unknown methods. A famous creation of his includes the Survival Bullets series that has saved many lives through the use of signaling potential rescuers, use of unknown techniques to survey the area for food, water and shelter and using it's remaining power to display a holographic map that will follow the identified Survivors to guide them towards these things. Is a member of Bannanachair, a SuperNeutral team that has been known to host rogues, villains and heroes but has a disposition towards morals and helping humanity. It is known that his trigger event was due to threats towards his family that coalesced into extreme stress that caused him to trigger but not much else is known.

Death : A Thinker 9 that can plan for billions of people's actions years ahead and can see how to nudge them into certain courses of action, examples of this include the implementation of an economic system that made organized crime almost impossible, the diplomacy between the Earth and a parallel Earth and the disaster effort for the spatial distortion of Ireland. Observed to plan accurately up to six years and counting as it is known he triggered six years ago, it is possible he has planned for after his death which he states is when he is 89. Like Lego is a member of the SuperNeutral Bannanachair, his disposition however is known to do heroic things not because of morals but rather out of necessity. It is unknown how he triggered but it is theorized that like other Thinkers he had a problem that he triggered because of quickly, possibly involving lack of planning on his part.

Dex : A Tinker 6 that is specialized in creating androids and only androids, this fact would make him much weaker if it wasn't for his creative use of them. It is known that he has replaced thousands of higher-ups with life-like androids that hold up to medical inspections with the androids themselves having the memories of the person they replaced meaning they cannot be identified however when needed Dex can take control of them when he wants. Dex has made it known that he wants to remove various ethics boards in an attempt to "bolster science in ways never imagined!" and while any disasters cannot be attributed to him at this time, it is known that he has an almost maniacal view of progress possibly due to his trigger event. A long time member of Bannanachair that has came and gone, he has no real attachment to the group beyond emotional. Dex has described his trigger event as "realization of extreme isolation that has haunted him for his entire life" with nothing more known at this time.

Bannanachair : A Master 7 and Striker 4 that is the claimed leader of Bannanachair with the ability to control mentally ill individuals in his sight and inflict temporary extreme mental illness on those he touches. A self-proclaimed rogue that managed to put Bannanachair on the map and give a very good reputation for the rogues, villains and heroes. The known motivations of TimPookie involve making money in the cities his team inhabits legally and illegally. The trigger event of TimPookie was revealed in a newspaper article where it was told his parents placed him in an institute for several months where he was gaslighted to believe that he was crazy and was physically abused eventually resulting in his trigger, Tim escaped the institute by making the inmates attack the staff.

Second, you really need to explain your terminology the next time you do something like this - what is a "master 7", or a "thinker 9"? I'm assuming that it's comprised of two parts, with the first one being the word ("master" and "thinker") and the other part being the number ("7" and "9"), but both people categorized as "Tinkers" have the same number, so I am very confused.

Thinker - Can gain information, get smarter, see the future, plan farther than possible or clairvoyance.
Tinker - Can build things inside their specialty that are at the very least centuries ahead of science like creating androids that impersonate a person completely, auto-aiming guns that can adapt different calibers into another, memory altering devices or terraforming an entire planet in 90 days.
Master - Can control things like humans, insects, dolls, imaginary constructs or something else.
Striker - Can inflict special effects by touching someone like inflicting mental illness, changing their biology or even kill them.
Mover - Can move faster with their power like teleportation, flying or superspeed.
Shaker - Can use their power with an area of effect like nuclear decimation, growing plants within an area to kill everyone or creating a minisun.
Blaster - Can use their power at range like laser blasts, natural shurikens or
Brute - Can use their power to increase their durability, strength or combat potential.
Changer - Can alter their form or appearance like shape-shifting into an animal, a moving pool of acid or even impersonation of voices.
Breaker - Can use their powers to break the laws of physics some way like intangibility, turning into a shadow or lower gravity.
Stranger - Can use their powers to infiltrate and hide like invisibility, relationship memory implanting or change what people see.
Trump - Can use their powers to alter, nullify or give powers like being able to swap powers on the go which gain more powerful the longer you use them or nullifying all powers within your vicinity.

The numbers dictate how powerful the ability is. Examples include the Master 7 and Striker 4 of Tim, he can control people who have mental illness and inflict mental illness with a touch which aren't powerful on their own but powerful together, the Thinker 9 of Tails lets him plan years ahead possibly even hundreds or even thousands of years ahead of his death and the Shaker 9 of Birm allows him to to create chaos within 30 city blocks by creating man-eating plants that expand and grow up to 480 feet in height.

A 4 means that a full squad of trained, armed and fit operatives that are specialized in dealing with strangers has to be deployed to take care of your threat. If you use it creatively you could probably become a 5 or maybe even a 6. You can't be surveyed with electronic equipment meaning thermal tracking and other electronic methods won't work. You could hack into the Whitehouse with the most obvious route possible and still be untraceable with the ability to spread this to those that are near you. Friendo you aren't weak, you just aren't seeing the possibilities.

You'd likely need an entire team of powered humans, major countermeasures against your Thinker classification that would certainly kill some people, major resources allocated to hunt down you and a very large squadron of trained, armed and fit operatives specialized in dealing with Thinkers that have been trained for your nature and a lot of unexpected events.
