Be prepared to be amazed.
Make a group called shoutallowed, you can call it whatever but you'll have to change the last bit. It can't be hidden, so don't do that.
Add all the members you want to have shoutbox access.
Go to your layout templates and click shoutbox.
Before the first line make a new first line.
Copy and paste this.
{if $[current_user.is_staff] || $[current_user.group.name] == "shoutallowed"}
Edit the last bit if you want it to be a different name.
And you should have it finished.
