First, make a group; The Exiled.
Second; readd the shoutbox.
The Shoutbox was removed because remarks there cannot be moderated but it still allowed for people to communicate without spending forever posting, and some people have Internets that are less than adequate compared to other people, so they're posting times will be greatly reduced due to their crappy internet.
LNG, Purr, Tails, Tim, and Pawz. There's generally at least one of them online at a time, so make it a requirement for moderators and admins to check it every so often, and if they're not online award people who take action in their hands and take a pic of the offense and send it to moderators. This will give an incentive since posts are the economy here.
First offense in shoutbox: Warning level increase.
Second offense: Move to a new Group; the exiled. The Exiled are forbidden from visiting certain boards, such as the wall, and cannot access the shoutbox. The group can be removed if the admins decide they're behavior has been acceptable since the broken rule.
Third Offense: Ban.
Fourth Offense: Permanent ban.
