Genetics has a lot to do with intelligence. Same thing with environment. Well, at least you can't say that it has no effect. (Genetic predispositions to mental retardation, autism, and some mental illnesses, anyone?) It's my personal belief that you could raise any average child to be a genius, but not a mentally retarded one.
That being said, eugenics is a spook. It will also never succeed, for reasons I won't go into detail here (that is, of course, unless someone asks me).

I recognize that there is some genetic component, although nothing that justifies eugenics. If there were no genetic component I could raise a dog to do calculus, hypothetically. However, aside from mental disabilities as you said, I do not think that genetics plays anywhere near as significant a role as environment does.

it's 21 to drink unless it's 18 wherever you live America has the highest drinking age in the world. Everywhere else is 18 or lower, most places allow you to drink and have sex at sixteen. Lots of European countries (especially France) allow drinking at ages as low as 10 or something. France changed their laws awhile back I think. But yeah it's 18 not 21.

You can purchase wine and beer at the age of 16, it's just 18 for hard liquor.

Nah, I just go there for holidays enough to know what happens. I was denied alcohol once because I was under 18, it was at a restaurant in which we knew the owners not a store.
