What happens to everyone if one person travels back or forward in time? If you were a time traveler and traveled to the year 1700, would life continue for everybody else in the world at normal speed or would time essentially pause until you returned a fraction of a second later? And if time does continue to progress, does your time spent in 1700 progress in real time? For example, if you spent four hours in the year 1700, would it be four hours later in present day when you returned? aaaAAAA

Your question is nonsensical. It's basically the equivalent of this statement:
If I take a taxi from my place to the park and begin walking in the park, would my position on the street relative to my house change? And if a kilometre is traveled by me in the park, when I get a cab back to my house, would I be a kilometre away from my house as well? Would space stop working in my house while I'm gone, or continue working normally?

Here's some light reading if you're having trouble understanding my argument.

If going through time travel is going through dimentions, then that is rather dimensional-travel than time.
