You're already at peace with the Shadow Kingdom, rather you're at a neutral stance. They're here to open up diplomatic relations with your sovereign state. So like, what do you want to do? Trade routes? Military pact, what? Name it and I'll try to help you negotiate it.

Well, while we're at it, let's talk military pacts. If agreed upon, the shadow kingdom will be allowed dual ownership of any of our colonies, and in exchange vice versa.
