Ultimately nukes are much more powerful than kinetic penetrators. They have a similar crater size, but nukes have the explosiveness added and the radiation that goes out for a much larger secondary and tertiary kill zones.
And kinetic penetrators dropped from space, fired by computers, would be mostly on target and they just destroy the area they hit. Look up meteorite craters, kinetic penetrators basically do that.
