Have Scientists developed warmth gear which are insulated and trap your own body heat inside and sort of radiate it back to you.

Sail to the island and take the first 4 enclaves, surrounding it with a wall similar to the one we have.

Start a mine, and start shipping the things we find back and forth.
Transport 20 Shifters and 2 Assassins
Create 5 more Shifters.
Edit: I mean, have the ships like a transport.
Don't give back the resources we already found at the island.
Also, create 5 more Voats.

I mean, the Ice Mine.
Use the new enclaves as mainly training camps for soldiers, but also set up a permanent city if any Shadow People want to move there.
Start making Dark Fog there as well.
